County economy is a fundamental part in the national economy. The economic development in resources-based counties depends upon not only the natural resources, but also, and more, their self-formed spatial economic systems and competency, especially in the whole region or whole country. Porter’s diamond model was applied to analyze the economic development in resources-based counties and presents some approaches in ameliorating competition and operation environment, amending demand environment, improving production environment and reforming support environment.
